Engagement at the European Court of Human Rights Biennial Meeting

Siranush Sahakyan, Director of the International and Comparative Law Center, participated in the biennial meeting of the European Court of Human Rights with non-governmental organisations and representatives of applicants. The event brought together leading civil society actors and legal practitioners for a structured and forward-looking dialogue on the Court’s functioning, procedural developments, and strategic priorities.

The meeting opened with reflections on the evolving relationship between the Court and those who rely on it, highlighting the increasing importance of effective engagement between judicial institutions and civil society. Participants were provided with an in-depth overview of the Court’s case-processing mechanisms, including the filtering, assessment, and prioritisation of applications. The discussions also addressed the broader strategic dimension of the Court’s work, particularly the impact of cases involving complex human rights issues, inter-State disputes, and proceedings before the Grand Chamber.

A central theme of the meeting was the enhancement of communication between the Court, applicants, and third-party interveners. The presentation of the eComms platform underscored the Court’s ongoing efforts to modernise and streamline its interaction with stakeholders. The meeting concluded with an interactive question-and-answer session on procedural matters before the Court, providing participants with an opportunity to engage directly with institutional representatives and address practical challenges encountered in litigation.
